Analisa Kelembagaan; Studi Dikotomi Kelembagaan Litbang di PKP2A I LAN

Abstract

To create the right sizing government organizations has not been easy. Because both at the regional and at the national levet often find a large organizational structure neglecting the obvious functions. In PKP2A I LAN for example, as one of the organizations at the national level, the organizational structure, there are two areas of research and development, KMKPOA and KKKSDA. In the function, there should be a dichotomy between them, but in practice it is often found an overlap/ duplication. Are these two still have separate research and development, which means it must happen dichotomy between them, or should be merged or combined into one research and development intact? Based on this research, the following recommendations can be drawn first, the dichotomy persists between KMKPOA and KKKSDA which means two research and development is still separated. If this decision is taken, the theme of the activities carried out by both of them has a clear distinction. Second, there has been a dichotomy that must be removed, which means that both research and development can be merged or combined into one unified in PKP2A 1 LAN. Similarities between them will strengthen or reinforce the existence of research and development in PKP2A I LAN, while differences will enrich research and development function later.
